Article 27.- Opening and closing of civil status books at commune-level and district-level People's Committees
1. Numbers of civil status books are numbered and recorded according to the order of use of each type of books in the year, starting from No. 01.
For example: - Guardianship register, number: 01-TP / HT-2015-GH
- Register for recognition of father, mother, child, number: 01-TP / HT-2015-CMC.
The opening date is the date of registration of the first civil status event of the book. The cut-off date is as follows: if the book is empty but the year-end is not closed, the closing date is the date of registration of the last civil status event of the book; In case of expiration of the year, if the book is not used up, close the book on December 31 of that year.
2. At the end of the year of registration, civil servants performing the civil status work must clearly state the number of civil status books used, the total number of civil status events registered in the year, and the number of cases of recording errors which must be corrected according to The provisions of Clause 1, Article 26 of this Circular and the blank pages (if any) in each book.
3. After making statistics according to the provisions of Clause 2 of this Article, civil status-related public employees must sign, clearly state their full names, middle names and names; report to the head of the civil status registration agency for certification, clearly stating his full name, middle name, name, position and stamp.
Article 28. Storing and preserving civil status books at the commune-level People's Committees, the district-level People's Committees and the provincial / municipal Justice Services
1. Civil status books are permanently archived, preserved and preserved for use and serving people's needs and state management activities.
2. Commune-level People's Committees, district-level People's Committees and provincial-level Justice Departments shall archive, preserve and exploit civil status books strictly according to law provisions; take measures to prevent floods, fires, wetness and termites to ensure safety.
Presidents of commune-level, district-level People's Committees and directors of provincial-level Justice Departments shall be responsible for the loss, damage, or illegal use and use of civil status books.
Article 29. Opening and closing of civil status books and archiving civil status books at representative missions
1. Representative offices shall open and close civil status books, archive and preserve civil status books similarly to the instructions in Articles 27 and 28 of this Circular.
2. After closing the books, the representations shall certify 1 copy of each civil status book for transfer at the Consular Department, the Ministry of Foreign Affairs.
