- In cases where a child is born and his / her parent is disabled or ill and cannot register for birth registration for his / her child; if a parent is arrested, detained or serving a prison sentence but no grandparents, grandchildren or other relatives are available, or these persons cannot afford to register for birth registration for a child, the commune-level People's Committee shall proceed mobile birth registration.
- In case the dead person does not have relatives, relatives who do not live in the same commune or are elderly, weak, disabled people who cannot go for death registration, the commune-level People's Committee shall register for death registration dynamic.
In addition to the above-mentioned cases, based on practical local conditions, the commune-level People's Committee shall decide to organize birth, death or mobile marriage registration.

1. 2. 3. Within 5 days as prescribed in Clause 1 of this Article, civil status-judicial officials shall bring civil status papers and civil status books to return results to requesters at mobile registration places; guide people to sign, clearly write their full names, middle names and names in the civil status books according to regulations. 4. In case the petitioner is illiterate, the civil status - judicial official shall record the declaration directly, then read it to the requester for the content and guide that person to point to the declaration.
